There are several program used when doing web design. I will assume that by web design you mean designing and creating(programing) the sites.
Below is a list of video tutorials that will help you on your way.
As for what course, well, i’m afraid i can’t help you on that one apart from, look at what courses are available and consider what one you would like to do the most. These vids should help you figure out wither you like designing or programing the best, making it a little bit easier for you to decide.

Building Small website prt1 & prt2

Fireworks 8 - Have never used, believe also 2d manipulation and style creation software

You want to try NetObjects Fusion. Version 9 is a free download or available as a PC magazine givaway and it is very easy to learn. As you add pages to your web site the navigation buttons are put in automatically. The program has many web page templates and there are a lot more free ones on their site. You will find it in Computer Magazine CDs, Computer Shopper was doing it last month.

Its the easiest web making program I have seen for years; give it a try.

There are many websites that give directions on writing HTML code.

One of the best sites is
and another for general information on CSS is.

You can use Notepad to write your own HTML Code and view your results in IE or Firefox.
It takes longer than a code generating program but you can really learn how to correct your mistakes in syntax and setup.

It depends to you, for me best way is watching video tutorials (like lynda.com) however w3schools.com is very useful. But I think you should take a few courses (like web design, graphic design…) in a good college. As soon as you’ll learn the basic, the rest is very easy…
