It’s ancient, but Civilisation II is still a good one.
It’s from way back in the 1990’s so don’t expect good graphics; it’s 2D and was very basic looking even by the standards of the day and it’s full of annoying flaws and bugs but it’s still a brilliant game!
It’s very simple to start playing but as you progress and play on the harder levels you find all kinds of little tricks and features you didn’t notice before.
you can also download FreeCiv which is a freeware clone of the old game:
The PC is definitely better than the PS2 for strategy games.
My suggestion would be to try lots, because there are lots of different types available. I like the settlers 2 10th anniversary edition.
The command & conquer series is also very good.
If you’re worried that they will be too hard, you can go for the old versions, they are sometimes easier, and if you like that one you have all the later ones to enjoy afterwards. If you start with the latest one, it is rubbish going backwards.
